Why Watershed Work Needs a Livelihood Plan, Not Just Infrastructure

Watershed development programs are typically evaluated by their physical output: hectares covered, structures built, water tables raised. These are meaningful measures, but they miss a structural gap that shows up repeatedly in rural India's watershed work, the fact that improved farm productivity does not automatically benefit everyone in a watershed area, particularly households without land.
The project in question
B2V's ongoing watershed development programme in Athmallik block, Angul district, Odisha, funded by NABARD and running from April 2024 to March 2027, covers more than 800 hectares through check dams, staggered contour trenches, water absorption trenches, and loose boulder structures, alongside community-level water budgeting exercises. It is a technically sound infrastructure design by conventional standards. What makes it a useful case for analysis is a specific design decision layered on top of the infrastructure work.
The design choice worth examining
The programme includes a livelihood component built specifically for landless households, families who live within the watershed area but who do not own or farm land and therefore see no direct productivity benefit from improved soil moisture or groundwater recharge. This is a structural gap present in most watershed programs by default: infrastructure investment benefits landholders almost automatically, while landless households, often among the poorest in the same community, see no comparable gain unless a program deliberately designs one in.
Why infrastructure-only programs tend to under-deliver on equity
When watershed development is evaluated purely on hectares covered and structures built, this equity gap becomes invisible in reporting even as it persists on the ground. A watershed program can report strong infrastructure output while still leaving a meaningful share of the local population, the landless, without any direct benefit from the investment. This matters for anyone assessing watershed programs for funding or replication: infrastructure metrics alone do not capture whether a program is equitable across the community it serves.
What this suggests for future program design
The Athmallik model suggests a practical design principle for future watershed investment: a livelihood component for landless households should be treated as a standard element of watershed program design, not an optional add-on. Building this in from the outset, as this programme did, rather than retrofitting it later, allows the livelihood support to be planned alongside the infrastructure timeline rather than bolted on after physical construction is complete.
Why this matters for evaluation going forward
As this programme progresses toward its 2027 completion, it offers an opportunity to track a question that most watershed development literature does not answer clearly: whether pairing infrastructure with a landless livelihood track produces measurably more equitable outcomes than infrastructure alone. That comparison, once outcome data is available, would be a genuinely useful contribution to how watershed development is designed and funded more broadly.
